Sylvia D. Campbell, MD FACS

Sylvia serves as the President of the BOD of VPI.

She was born in Orlando, Florida, and received a BS and MS from Emory University in Atlanta, Ga. Later she received her MD from the University of South Florida and completed a General Surgery residency there, ultimately setting up practice in Tampa where she worked for 38 years, retiring in 2020. She lives in Tampa.

She has served on and currently is Medical Director  and President of the Board of the Judeo-Christian Health Clinic, a free medical clinic in Tampa, has served on the Board of the Medical Benevolence Foundation of the Presbyterian Church, as an elder with the Presbyterian Church, and was involved in development of Trauma Care Systems and Injury Prevention in the state as well as nationally.

She has served on the Executive Committee of the Board of Governors and Operation Giving Back of the American College of Surgeons. She has served on mission trips to Haiti and Uganda since 1996 and been involved in helping children travel to the US for life saving care, and is involved in the weekly walks of Kindness Matters, focusing on the homeless in Tampa.

She is married to Bob Campbell and has 3 children, Chelsey, Meaghan and Ross, and 2 grandchildren, Keith and Ross.

Rev. Dr. John T. DeBevoise

John serves as the Vice President of the Board of Directors of VPI.

He was born in Tampa, Florida and attended Eckerd College in St. Petersburg as an undergraduate. He received his Theology degree and Doctorate in Ministry from Union Theological Seminary in Virginia, and was ordained a Presbyterian minister for PCUSA in July of 1983.

He currently serves as the pastor of Palma Ceia Presbyterian Church in Tampa. He has been involved in the development and implementation of many programs in each community he has served in, and currently serves on the Board of Directors of the Judeo-Christian Health Clinic in Tampa. He has traveled to Haiti on medical mission trips since 1998, and has been an integral part of the work there.

He is married to Emalee DeBevoise and has 3 children.

Dierdre Joseph

Deirdre serves as the Treasurer for VPI.

She has a degree in Accounting and an MBA in business from Florida Agricultural and Mechanical University in Tallahassee, Florida. She previously owned an assisted living facility called “A Home of our Own”, and has worked with the Hillsborough County Medical Association.

Currently she is employed by the Tampa Police Department. Her volunteer efforts include working with Delta Sigma Theta Sorority and Cornerstone Kids. She currently serves on the Vestry at St. James House of Prayer.

Ron B. O’Neal, DMD, PA

A fourth generation Floridian, Ron B. O’Neal, DMD, PA, received his BS in Psychology from the University of Florida. Dr. Ron is also a graduate of the University of Florida, College of Dentistry. He is in private practice in the Tampa Bay area (The Family Dentist of Tampa Bay).

In 2005, along with the Kiwanis Club of St. Petersburg, Dr. Ron founded Project Save-a-Smile, a nonprofit charity that provides dental care for needy children. Project Save-a-Smile hosts an annual dental carnival that provides dental care in a fun environment to Tampa Bay foster care children.

Dr. Ron was instrumental in establishing a dental clinic in City Solei, Haiti, shortly after the earthquake in 2010. He returned to Mombin in 2011 to work alongside Dr. Frandy, a local Haitian dentist. Dr. Ron says, “My personal journey with serving the children of my community and the world has enriched my life beyond expectations.” Dr. Ron’s Project Save-a-Smile also provided a full mouth rehabilitation for a client of The Children’s Dream Fund in 2008.

Dr. Ron has served on the Kiwanis Club’s Board of Directors. In 2008, he received the Outstanding Business of the Year Award from the St. Petersburg Area Chamber of Commerce for the Philanthropic Small Business of the Year. In 2010, he received the Distinguished Service Award from Florida

Kiwanis. Dr. Ron, a family man, has four wonderful children.

Meaghan Campbell Hoy

Meaghan was born in Tampa, Florida and graduated from the University of Florida with a degree in Fine Arts.

She currently works at St. Mary’s Episcopal Day School, and has taught at other schools in the Tampa Bay area. She is very involved in fundraising efforts in her local community. Her ability to work alongside children of all ages and her artistic eye have helped with fundraising efforts for VPI over the years.

She is recently married to Stephen Hoy.

Gayle Sierens Martin

After 38 years as an on-air journalist at WFLA TV in Tampa, Gayle Sierens Martin retired in May of 2015.

During her career, she was honored with two Emmy’s for reporting, one as a sportscaster and the other as a news reporter. In 1987, Martin became the first woman to call play-by-play for an NFL football game.

Since her retirement, she has filled her time participating in several philanthropic and volunteer positions.

Currently she serves on the boards of Johns Hopkins/All Children’s Hospital and Lifepath Hospice. Martin is also on the boards of the Judeo Christian Health Clinic, Village Partners International, First Tee of Tampa Bay, Fellowship of Christian Athletes, and serves on the board of the School of Communication at Elon University. She is also a “Copperhead”, the charity arm of the PGA’s Valspar Golf Tournament.

She is a Big Sister, with Big Brothers, Big Sisters. When not in meetings you will likely find her on the golf course or in her garden.

Gayle is married to Mike Martin and has three adult children.

Frances (Kem) Toole

Kem serves as an at-large member of our board. She has been involved in mission trips to Haiti, Honduras and Uganda, and helps support the homeless in the Tampa Bay area with her participation in Kindness Matters walks. Graduating from the University of Florida, she later completed her law degree at Emory University, and spent the majority of her career with the US Department of Justice in Washington, DC.

Since retiring from DOJ, she returned to her home town of Tampa and has been actively involved with the Tampa schools, serving as a substitute teacher for several years before becoming the registrar at Grady Elementary School in 2021. She is a member of Palma Ceia Presbyterian Church, where she serves on the Witness and Service Committee. She also serves on the board of the Foundation for International Mission (FFIM), an organization that supports a medical clinic in rural Honduras, as well as the boards of the Athena Society and Memorial Hospital of Tampa.

Caroline Clark Hill

Caroline serves as an at-large member of our board and is a lifelong resident of the Tampa Bay area.

She graduated from the University of North Carolina at Chapel Hill with a degree in Economics. For the past 12 years she has been involved with residential real estate construction and landscape design. She has worked with various non profit corporations in the past 30 years both in an active and advisory capacity.

Caroline currently participates in Kindness Matters, a Village Partners effort to support the homeless in Tampa.

She is married to Stephen Hill and has four children, Cameron, Charlotte, Jackson and Graham.

Allison Kelly

Allison serves as an at-large member of our board.

She grew up in north-central West Virginia and graduated with a BA in Health Care Administration from Mary Baldwin University in Virginia. She received her MA in Christian Education at Union-Presbyterian School of Christian Education in Richmond.

After serving two churches in SC, she serves Palma Ceia Presbyterian Church as the Director of Children’s Ministries. Allison participated in Presbyterian mission trips to Honduras, Ghana, rural KY, and with other hurricane disaster assistance teams.

Allison serves professionally with the Association of Partners in Christian Education and locally with P.E.O. an international Philanthropic Education Organization.

She participates on Saturdays with Kindness Matters.
